(1) International Trade Arguments, Canada argues culture should be treated differently from other industries:

 

(i) The cultural industry: enlightenment as mass deception:

It has been depicted as per the stipulation of Horkheimer & Adorno that cultural industry depends on media. In the same case, media’s performance, existence and stability relies on the public. The enlightenment of cultural industry relies on deception of the mass media. For this reason, the Canadian state that wishes to protect its culture from “Americanization” must first protect its mass media. The Canadian state realizes that in the existing state of economy, commercialization of its culture would make the American culture which has proved monopolistic would take over it. In this case the Canadian culture would not exist any more. This is the sole reason as to why, Canada calls for an agreement which would allow culture to be treated differently from the other existing industries.

(ii) Understanding media economics:

Gillian Doyle puts it clear as based on London that there is need to understand media economy. The fact that is brought out is that media survival and operation is dependant to the cultural industry. This is because media is a sector that distributes the intellectual goods through mass communication technology, whereas cultural industry produces and distributes the intellectual goods. Therefore, according to Doyle, there is need to understand this fact and work on the protection of cultural industry with a view to secure media economics of a state. In some states, culture is commercialized and the culture gets to be Americanized hence taking control of the state’s media industry.

(iii) Ownership, organization, and cultural work, from the cultural industries:

The fact about cultural industry drawn from Hesmondhalgh (p. 135) is that the cultural industry is a private property of a state. Canada owns its cultural industry and so to all other independent states and for this reason, they have a right to protected from “Americanization”. The organization of the state’s cultural industry relies on the organization of the determinant and related industries such as media and the citizens of the state. The cultural work of Canada depends on the types of media outlets that are put available in the industry. This would help in the preservation and protection of the Canadian cultural industry.

(iv) Mass communication in Canada:         

The Law is put in place by Canada governing mass communication. The law stipulates that any mass communication systems and the communications done should aim at protecting the Canadian cultural industry. According to Lorimer & Gasher (p. 146), this id because the existence and survival of culture relies on the mass media and so unlawful communication with the mass media would highly influence the cultural industry. At the same time, there are cases where the mass media would attempt to commercialize its goods in the market and these goods are related or compose of cultural component of the states. The laws and policies of communications of Canada prohibit this and an attempt to commercialize culture through mass media communication would be committing a criminal offense.

(2) Should the press be responsible to society?

(i) The public sphere:

The press should be responsible to the society. The fact is that the space that is between the Canadian state and the citizens of the civil society should be bridged by the press. According to Habermas in an encyclopedia article, the press is charged with a responsibility to both the Canadian state and the citizens of the public. In the society, the press brings out the social and political values that the society holds. On the other hand, the press serves a communication bridging between the Canada and its citizens. This is how responsible the press is to the society. It communicates the needs and expectation of the society to the Canadian state.

(ii) Last rights:

According to the stipulation of Nerone, in the four theories of Urbana, the press is responsible to the Canadian society in different sectors. In these sectors, the press performs barely the same thing. In the Urban centers of Canada, the press provides a link on which useful information pertaining to urban development and commercial perfection between the inhabitants of the urban centers and the administrative group. In the University of Illinois, the press facilitates passage of information fro the staff to students, parents and to the central government. This can also be the bridging of information from students to the university administration group, to the central government and to the parent.

(iii) Mass communication in Canada:

The press in Canada uses mass communication to perform its responsibilities to the society. Despite the fact that the press should use mass communication to serve the society, it also has to strictly abide by the laws and policies governing mass communication. As per the Lorimer & Gasher (p. 149), the fact is that the press should not by any chance use the approach of a communist by treating Canada in a different way as it does to the public members. This is because the press is liable to performing responsibilities to both the state of Canada and the public of Canada.

  • Ownership, organization, and cultural work:

In terms of ownership, the press of Canada is owned by the public of Canada and the state of Canada. For this reason, the press should be responsible to both the citizens of Canada and the state of Canada.
