Community response program (CRP) main initiative is to relegate the roles of the Community Protection Services (CPS) in a bid to reach more parents that arguably do not have direct access to services that they offer for protection against maltreatment of children (Kassebaum, & National Institute of Law Enforcement and Criminal Justice, 1978). Maltreatment threshold in Waushara county families’ research discourse shows that there is a need to implement the CRP program to ensure that there is equitable distribution of CPS resources around the county (Kassebaum, & National Institute of Law Enforcement and Criminal Justice, 1978). Through the CRP, it is expected that the number of cases reported to the CPS will exponentially reduce ergo ensuring that there is quicker and optimal response to the cases of child abuse in the community. The research discourse is centered on families in Waushara County, which approximately consists of 60 families. To obtain a clear perspective of the research question as to ascertaining to the ability of the CRP in reducing referrals to the CPS, the research will employ a qualitative research method to ensure that there is comprehensive focus on Waushara County essentially deterring whether or not the CRP necessitates CPS responsibilities in the focused community .

Qualitative research method involves focusing on a particular group of individuals in this case 60 families from Waushara County to determine if the services of the CRP have facilitated the community in providing services that would otherwise need them to have direct contact to the overly stretched CPS. To determine comprehensively this aspect, the research will focus on the use of interviews and questioners of both parties to obtain evidence of the matter (Merriam & Merriam, 2009). Data collected will be analyzed through Q sort method where the discourse of the collected data collected is separated into groups to weigh the opponents and proponents of CRP services in reducing referrals to the CPS. The focus group will consist of parents of all nature and correspondents from CPS. Research on parents will include both single parents, pregnant mother and step parents. Through inclusion of all types of parents, the qualitative research method obtains intrinsic aspects that include testimonials from parents that have experienced the advantages of having the CRP in their community. Extrinsic aspects include parties that have not experienced services of CRP but have already formulated an opinion to the orgarnization they would regard as a better option to safeguarding their children (Merriam & Merriam, 2009). CPS correspondents will provide their recollection to the impact of CRP to solving child maltreatment and whether they facilitate in reducing the number of case they have to solve.

Questioner

Questioners are a set of questions formulated to obtain a certain objective as pertains to a question of interest (Merriam & Merriam, 2009). This objective is reiterated through the context of each question in the questioner where the question manifests the importance of a topic of interest and enables the respondent give their articulation of topic of interest. For the purposes of this research, the questioner will have questions that engage the community in detailing their experiences with services awarded to them through the CPS. They will identify through the questioner whether the CPS was able to accomplish set objective of dealing with child maltreatment cases and in the duration that the case was solved. The questions to determine the difference in having CRP initiative in place at the community and not having the services will question the respondents on impact that the CRP to the community through articulation of the number of cases that the respondents credit to the organization that would otherwise need CPS initiative. The questioner will finally ask respondents for a detailed assessment of the importance of the CRP Waushara county to determine whether services that they offer can somewhat be equitable to services offered by CPS figuratively identifying the need to have their services in the community and how they benefit the community (Merriam & Merriam, 2009).

Interview

Interview refers to the direct interaction with concerned parties to obtain an account of their perspective to a predefined agenda (Merriam & Merriam, 2009). CPS respondents will be interviewed in this case to determine if there is any significant impact to the number of cases solved involving child abuse and where there is an improvement to the number through initiatives of the CRP. The interviews will provide the research with insight through provision of statistical data from the CPS that will give a detailed perspective to the subjective question.

Q sort

Since data collected from the analysis is mostly of a subjective nature with no direct articulation into a concrete answer that gives a clear-cut answer to the question in subject, it is important to apply a method of sorting the concourse of data obtained through the respondents to identify a more objective answer (MacKeown & Thomas, 1993). A method capable of transforming the elusive objectivity of data collected in the nature of context in each response obtained after which a constant from the analysis can be achieved is required. This constant provides a vantage point for analysis of the data and the method in turn identifies a comprehensive angle of all responses obtained from the parents in answers articulated through the questioners where a pattern is formed to reference the responses rather than focusing on the respondents. This essentially means that the method utilized will perceive the respondents as variables and the responses as the factual data (MacKeown & Thomas, 1993). Q sort an abbreviation for q-methodology provides the solution to analyses this form of data by focusing on an aspect of interest, which in this case is the referral of services from CPS (MacKeown & Thomas, 1993).
